Employees, pensioners, and students have the right to voluntarily form a trade union of at least 7 people in order to protect their labor, social, and economic rights and legitimate interests, and to unite in the relevant trade union organization and adopt its charter.

According to Article 3 of the Law of the Republic of Azerbaijan “On Trade Unions”, persons in military service in the Republic of Azerbaijan are not allowed to join trade unions.

Trade unions exercise public control over the norms and rules of labor protection established by the Labor Code and other regulatory legal acts in this area at the workplace. Trade unions participate in the investigation of accidents in production, as well as in inspections aimed at improving labor protection. In case of violation of labor protection requirements at the workplace, or concealment of accidents that occurred in production, trade unions may raise issues with state bodies to hold the guilty parties accountable, as well as with the body exercising state control over workplaces where materials, technical and technological means that are harmful to and affect the health of employees are used.
An introductory instruction is an instruction program that reflects safety rules at the workplace. The employer is obliged to prepare an introductory instruction on labor protection in accordance with working conditions. Employees, regardless of their position, must familiarize themselves with the introductory instruction program prepared by the employer before starting work and sign a journal confirming their familiarization with this instruction.
Information on safety and health rules at workplaces, safe use of equipment, fire safety, rules of conduct in emergencies, rules for the use of personal protective equipment, and sanitation and hygiene rules at the workplace should be detailed in the induction training program. Occupational safety instructions should be prepared in accordance with the activities of workplaces.
Labor protection is understood as a system of norms and standards of technical safety, sanitation, hygiene measures provided for in the Labor Code and other regulatory legal acts, as well as collective agreements, agreements, and labor contracts, in order to ensure the right of employees to work in safe and healthy conditions. It is the employer's duty to create healthy and safe working conditions for employees at the workplace. When implementing this duty, the existing regulatory legal acts in the field of labor protection should be taken into account.
